Draft Scope/Description:

1.1 Users

This standard is applicable to a railway entity, an infrastructure manager, or a safety authority that wishes to implement a safety management system or to supervise a safety management system to ensure business objectives are achieved in a safe manner.

1.2 Application

This standard is applicable to railways that are operated for the purpose of transporting individuals in Canada.

1.3 Scope statement

The scope of this document describes the role of supervision by a safety authority and development of a supervision plan to satisfy the objectives of the organization’s safety management system.

Safety authorities give the appropriate effect to overseeing that the railway undertaking or infrastructure manager has and implements effectively its safety management system so that the railway system operates safely. 

1.4 Exclusions

This Standard is not applicable to

a)    amusement railways;

b)    industrial railways; or

c)    heritage railways.

1.5 Terminology

In this Standard, “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; “should” is used to express a recommendation or that which is advised but not required; and “may” is used to express an option or that which is permissible within the limits of the Standard.

Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material.

Notes to tables and figures are considered part of the table or figure and may be written as requirements.

Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
