1 Scope

1.1 General

This Standard provides competency and training curriculum requirements for responding to and managing incidents involving hydrogen for emergency responders (both first and second), including but not limited to firefighters, paramedics, police, peace officers and other law enforcement agencies, towing and recovery operators, and other contracted mitigation and salvage company employees.

1.2 Competencies

This Standard was developed to identify the competencies required for emergency responders when responding, mitigating, and managing incidents involving hydrogen. It is intended to facilitate training curriculum development and professional development planning so that competence is maintained and enhanced.  

1.3 Training

The training guidance provided in this Standard outlines the learning outcomes and related topics that should be considered as the basis for development of learning experiences. When taken over time, this should lead to the achievement and maintenance of the desired set of competencies.

This Standard provides a benchmark to evaluate existing training programs, carry out a gap analysis with regards to the content of existing training programs, and facilitate the development of new training programs as well as the continued maintenance and updating of training programs.

1.4 Exclusions

This Standard is not intended to replace existing training programs, and it does not cover the regulations specific to bulk transportation of hydrogen; however, the ability of an emergency responder to recognize the different types and arrangements of bulk containers used is included.

1.5 Terminology

In this Standard, “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; “should” is used to express a recommendation or that which is advised but not required; and “may” is used to express an option or that which is permissible within the limits of the Standard.

Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material.

Notes to tables and figures are considered part of the table or figure and may be written as requirements.

Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.

1.6 Units of measurement

The values given in SI units are the units of record for the purposes of this Standard. The values given in parentheses are for information and comparison only.
