Draft Scope/Description:

1.1 General
This Standard (herein referred to as “this Document”) applies to proponents making any change to a railway system that is technical, operational, or organizational in nature.

The basic elements for the safety management system include procedures and methods for carrying out risk evaluation and analysis and implementing risk control measures whenever a change in operating conditions or new material imposes new risks, or changes to existing risks, on the infrastructure or on operations. That basic element of the safety management system is covered by this Standard.

1.2 Terminology
In this Document, “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with this Document; “should” is used to express a recommendation or that which is advised but not required; and “may” is used to express an option or that which is permissible within the limits of this Document.

Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material.

Notes to tables and figures are considered part of the table or figure and may be written as requirements.

Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
